The normal average operating voltage of the MN21 is actually closer to 6.6V, however, it can be as high as ~7.0V with really fresh and warm CR123s, so we decided on 6.8V as a nice balance that pushes the HOLA lamps to a good balance of brilliance and bulb life. The MN16 works nicely here as well.

The MN21 is a great example... During each "on" pulse, we are hitting the bulb with about 9V and 7A, or about 63W of power flowing. The regulator constantly adjusts duty cycle to maintain an effective RMS output of 6.8V ~30-35W. The duty cycle is right around 50% in this case. In other words, during no ON pulse are we sending what the bulb calls for, but since each pulse is only about 4 miliseconds, the bulb doesn't know the difference. The temperature of the filament is brought up to operating and stays steady due to the thermal mass of the filament.
